Yes you just change the 3tj bearings for the 1wg 3en2 ones to except the smaller diamiter fixing rod...
for i have fitted mine to the same frame! :D

You can just see where this is going to go can't you ....
You need to fit the wider 3TJ front wheel too, or you'll fu*k up the handling, if the bike's just for road riding then leave it as an 18" rear and spend a little more on some stickier tyres (Dunlop Alpha 10's)

There are two models of the 3EN2 frame floating about, one that's a straight swap (with the bearing change) and one that isn't... right Chris? (BTW do you still need that 3TJ rear spindle?).
