Throttle/Running issues

Hi guys newbie here. Collected my NC30 this afternoon :D
It is going to be a project, the bike has not been used much recently for quite a while. I put some new fuel in and got her running, after leaving it on the choke for a while it then idled fine on its own, however when you go to rev it, to start with it splutters and sometimes cut out. If you rev then let off and then rev again it seems to overcome this. After 3-4Krpm it seems to rev freely.
Any ideas what could be causing. Its almost like when you hit the throttle it takes a while for the bike to respond if that makes sense? I am possibly thinking carbs need cleaning? Or perhaps a knackered throttle cable?
