You're not the only one looking for a competent mechanic. You could try Andrew Pocock. He's in Gravesend, Kent and is aka CB1pod70 on this forum. He deals with carbs among other things. Unfortunately there's no-one around. However the last post is from you tailongwan. Almost exactly a year ago you got your GSXR400 and you posted a pic of it being shipped. It looked lovely. I'm envious.
