Hi, to run you need fuel, compression and ignition, at the correct time.
You say the spark is good, new coils and cdi (is this correct one).
So is there good compression if so then you are looking at fuel.
Are the plugs getting wet is fuel getting to the cylinders,
can you open the screw under the float bowl and see fuel flow out.

Feul is getting to the cylinders.plugs is wet.float levels is 15mm.air screws 2.75 turns out.the cdi is brand new.its the correct cdi.if i turn the engine it sounds like its going to start but then nothing.i checked the timing over and over again and even took it static to make sure and it seems fine.it backfires through carbs.

Ok, have to ask obvious questions so you got the low tension wires to the correct coils?
If so then next place to look is the air box.
Have you removed the carbs attached to the air box or are you removing the air box with the carbs fitted, the air box should not be removed alone as this can cause air leaks at the rubbers.
Try starting with your hand over the air intake hole so letting less air in if the rubbers are leaking this can show the problem up.
Also they are prone to leaking air at the inlet manifolds,
is it a non sp model with a aluminum spacer between the rubber manifold and the engine, these can leak and cause bad starting.
I'm sure pilot screws should be only be about 1.3/4 turns out.

Thanx il look into that and il set my air screws to 1.3/4.yesterday i had to take apart the engine because of my head gasket leaking water on the side of my head but when i removed the head its like its getting too much feul.I'll show you.

Another guy told me he's float levels is 22mm and then its idling.

On number 1 cylinder its burning dark black.
