MOT failure, need help with steering lock to lock

Just got back from the MOT on my newly rebuilt 3TJ
it failed on rear brake pad contamination, and I need a front parking or side light, only the rear lights up.
However, I need help with the steering, when on full lock both ways, it failed because of the fact that the riders hand can be trapped against the frame, it locks too much over
I can't see anything wrong, the stops on the bottom yoke are there, and it stops where it should do against the frame, but the stops are too far
the tester suggested to get someone who can alloy weld and put some "blobs" on the frame so the steering doesn't lock so far, if you get what I mean
Anyone have any thoughts?
I knew something was wrong when the switch gear hits against the frame too, it hits the start button/horn buttons
