gk73a only starts and idles at full throttle??

hi all, I'm new here.
I've just bought a gsxr400 and got it running.... Just. Here's the story... I put a new fuel line on and a new battery and it started up. However it only started and ran on full throttle (does about 1500rpm or so). Choke does bugger all. I cleaned the carbs out, all new o-rings and diaphragms and float heights set to the magical 14.6mm
So after this it started and ran like a dream! Then all of a sudden back to normal. I've now changed the fuel line and the ignition coils and leads For new ones. No change in the bike, same rubbish
the rubbers between the carbs and engine look new and the clamps grip them really well. I can't think of what it is and I'm really pulling my hair out. If someone out there has had this problem please help me!!!
