Does the HRC igniter/deristrictor overcome the speed restriction on japanese spec bikes? is this the only benefit?

They are different things.
The is an HRC speed unit which attaches between the stock ignition box and the wiring harness to remove the 180km/h speed limiter, you can do this just by connecting the speed circuit wire to 12v. There is nothing inside the speed unit box its just a pass-thru that connects the speedwire to 12v, any claims about it doing anything else are just rumours / bullshit hype as they do go for quite a bit of money on occasion.
The other thing is the acutual HRC ignition box that was made for the full race-spec bike, this is becuase the race bike has different cams and internals as well as open carb setup. No benefit on using it on a stock bike, I believe somebody on here used a stock bike and had back to back runs comparing stock ignition unit and HRC unit on a stock bike. The HRC box on a stock bike was 1hp down.
