Wasn't that on e-bay recenly ???

If the bike is new to you then I'd look at the carbs first, pull them off  and clean them one by one (so you don't get the parts confused) Pay attention to the idle jets - they look like the main jets but have a smaller hole. Make sure you remember where these jets go because you can get them crossed over.
Next change the fuel filter and shine a torch into the tank to how clean it is, there should be a filter ontop of the tap it breaks off and another filter where the red fuel hose goes into the carbs (on the carb side)
Change the plugs for a new set.

CDI's very rarley go wrong.
Service it with new oil, coolant, filters, plugs. It might even be an idea to drop the sump and clean the inside with petrol to get any crap out, you'll need a new gasket for that.
Clean the carbs
Wash out the airbox and change the filter
Check the tank
Check the exup is working properly

If you take the sump off the engine you're likely to break the original gasket so you'll need a sump gasket for when you put it back on. I'd do this because the sump plug is on the side of the casing (by the side stand) so not all the oil gets changed.

The exup is in the exhaust, it's a valve that opens and closes at lower revs, there are two cables that do this (a bit like the throttle). Follow the down pipes to where they meet and on the side stand side youll see a chrome cover with the cables coming out the back. Take the cover off (use lots of penetrating oil on the bolts first you'll need allen key fittings on your ratchet). You'll see a pulley, switch on the ignition and you should hear the "weep, weep" noise of the servo and see the pully move and return. Check the two tangs on the pulley line up with the hole in the casing (the hole is between the tangs). If all this works then your fine.
If your pipes have rust in them (most do) take them off wire brust them and use rust killer on them, then paint them with exhaust paint. Again soak the exhaust nuts with penetrating fluid overnight, clean the studs with a wire brush and use a bit of coppaslip (or copper grease) on them when you put the pipes back on.

Was that fuel in there before .... if so that's probably the reason for the poor running, you should have changed it before running the bike but nevermind. Take the tank off and use pliers to move the fuel tap to the OFF postion. Get one of those green jerry cans and drain the fuel into it (turn the tap ON). If the fuel was drained and this is new fuel it's ok to still use it.

Have a look at my build thread, you might some help with things in there viewtopic.php?f=35&t=38054
