what is the difference between the RVF400RR and RVF400RR-ll
and likewise the RVF400RT + RVF400RT-ll

You mean RVF400RT and RVF400RR? Nothing apart from paint I believe.

Agreed, the rvf only had a paint job change as far as I've heard

there were some minor part differences if i recall. gearbox, and something else.

Different names for the same bike
They only made 2 models.

It's the standard Honda naming convention applied to all the bikes of the range during each year (im very sleepy tongiht so it wont' be complete but you'll get the idea)
1986: NC21: VFR400R (G)
1987: NC24: VFR400R (H)
1987: NC24: VFR400R (H-II)
1988: NC24: VFR400R (J-III)
1989: NC30: VFR400R (K)
1990: NC30: VFR400R (L)
1991: NC30: VFR400R (M)
1993: NC35: RVF400R (R)
1993: NC35: RVF400R (R-II)
1994: NC35: RVF400R (T)
1994: NC35: RVF400R (T-II)
I can't remember off hand what the -II / -III suffix's are, I think just a different paint scheme?
The Letter is the year of mfg.

so does that mean there are two rr scheme's and two rt schemes with some suttle differences that go largely un-noticed?
