nc29 tail on nc23

I remember seeing a thread where someone said it wasnt reasonably possible to fit an nc29 tail to a 23 but i found this picture and think its a little bit gorgeous.

I MUST do this work. Anyone know whos bike this is or done it themselves?
My questions main questions are:
Are the rider and pillion seats the same across 23 and 29s?
Would that require an NC29 subframe?
And are the light units the same?
