GK76a - Major Flat Spot from 1k to 7k - Video Added

I have got my bike running today after a oil changed and new spark plugs.
But when the throttle is opened fully it misses, to me seems like it is drawing in too much air, but could be overfuelling. I havn't got a clue tbh.
I can't take it for a run as it's got no MOT or Tax, and I havn't got a license.
Can any shed some light on this problem for me?

That would be great, as I'm not very technically minded.
Its had a Scorpion exhaust fitted, so could it need rejetting.

Mine used to do that, i was told to re-set my needles and it worked. well i still get a little flatspot.

Looks smokey to me and prob needs the carbs rebuilding.
