New 76A Owner with lots of questions

Hey there everyone, I'm a new owner of an abused 90 GK76A. I'd like to first say you guys are a wealth of info as I've been pouring over pasts posts. I'm in the U S where info non existent, thank God for the internet. My bike sat in storage for over 3 years-with gas in the carbs. My questions are as follows.
1. Are the carbs beyond salvage? I've never had to clean up a set so any advice would be appreciated. I've read up on all the washers that need to be replaced so I am aware of that.
2. Are the GSF400 Bandit carbs a straight swap? They are BTS32's and the model numbers match before the model code but I've never found a model name for the GSXR's carbs.

3. I'm noticing several cut wires. Can anyone give advice as to what they are? The excellent soldering job and the two wires coming off are leftovers from some really cool blinking lights that were installed and I've already ripped off.

Any help would be greatly appreciated and I'm sure I'll be on here regularly with lots of questions.
