When my reg/rec went, it was similar to what you are saying, couldn't start the bike, managed to bumb it but it was running rough. Did your main fuse blow?

Reg rec is probably dead.

You mean 17volts I take it not amps.

Very common prob

Own a NC30 for a long lengh period of time and the Reg rec will give you some jip.. I concur this would be the first place to look.

Main fuse would blow if to much current/voltage is trying to pass through it. Have you checked the Reg/Rec as a faulty one will keep blowing your main fuse.
