Doesn't look like a standard Honda bolt. Could be from anywhere really.
Tried looking around the Radiator / Fan area?

It might not belong to your bike at all.It could be debris thrown up from the road

Have you had a look?
it looks like a large bolt used on something other than Honda 400s..
So, have you checked anywhere that such a large bolt could be? Where do you imagine it might be from?

It could be from anywhere.
It's not a Honda bolt so it might not be the right length, and as somebody has already stated it might not even be off your bike, it could have been thrown up from the road.
You've only got to take the panels off and go around the bike looking at all the bolts, if you see a hole and that bolt fits, theres your problem.
You could always get hold of the NC30 microfiche and try to cross reference the bolt but it's probably easier just to look.
If it's off the bike it's got to be an external bolt (it wouldn't have come from inside the engine..) just go around with a marker pen and mark every bolt you see with a pen until you've checked everything.
If your still not sure get somone else to look over it and see if they can spot any unmarked bolts and / or any missing ones.
it's not hard...
