gsxr 400 wont rev over 10000 HELP!!

hi i have a 89 gsxr sp. got it a couple of weeks ago as a project.
after much tinkering i got it going but it only seems 2 want to go up 2 10,000 revs when riding it but in neutral it will redline. does any1 have any ideas what can cause this?

it could be fueling or electrical fault. If its electrical fault i would look at the gear position switch or the associated wiring first. But is hard to diagnose without seeing it

right i tried tuning the carbs with 1.5 turns out but now its struggling. i've posted a video on you tube link is http://www.youtube.com/watch?v=nTYsn8lFA50 . the rev counter was bouncin up n down its self

hi i,ve sorted the problem it was the mixture screw orings that where perished. and the setting for this bike are 1 and 3/4 turns out if any1s havin trouble setting there carbs. cheers for all the usefull info on this site
