strip them down and clean them out.
There probably gummed up with old petrol so the floats are not moving and shutting off the flow of petrol, which will make it come out the overflow

Howdo Owen,
Welcome onboard.!
Sound slike yor carbs need to come off (all in one go) and need a clean. They have a float bowl which uses a float and a needle to set the fuel level - if the float needle is blocked with crap or gummed open then the fuel pours out the overflow.
AN easy fix and as it has sat for ages..you need to get in and clean them, Have a look for Dataracer's guide to carbs on here..
jobs a good un.

Yes thats very bad!
The fuel tap is vaccumn operated, even if you have it set to 'on' it'll turn off when the engine isn't running.. if it's leaking from the vaccumn pipe you'll find the diaphragm probably has a hole in it.
There not avilable new anymore but fortuantly the tap comes apart.. take it to bits and you might be able to repair the diaphram :D
Some super glue / patch of rubber, bicycle repair kit etc etc.. get creative!
