Carbs are coming off... And I'm swapping the loom - HELP

There's been a couple of posts about cleaning the carbs lately so that's covered I think, the reason behind this cleaning is the bike will be fine then all of a sudden it'll bog down (the engine makes a similar noise to when the bike is running out of fuel - if this makes sense), and takes a moment before it starts to work again, the bike was stood in someone's front room for a year before we brought it and it seems to have gotten worse as time goes by, so I can only put it down to fueling, am I on the right track with the carbs? is there anything I should buy in order to do this, i.e jets, rubbers etc, I was thinking of buying another set of carbs but I feel I may run into the same problem?
Also the bike is an electrical nightmare, and little things keep popping up as late the fan no longer works (blows the fuse), and the loom has been molested so much that I bought one from a forum member and plan to unplug the old and plug in the new as I go round the bike, I guess I maybe hoping for an easy switch - is it as easy as this or will I need to do more than take the fairing off?
I have my Hayne's book of lies for the carbs, but the electrical bit isn't mentioned. Please bare in mind that the most I've done on these bikes is replace the neutral switch... ANd I'm no mechanic but I want to learn what's happening under the fairing.
