Is this restricted right?

I was hoping to restrict my VFR400 (NC30) myself as garages wont restrict it due to the fact i have no certificates from the robbing bastards at Fi International. Ive found this online and is labelled as being "restricted", is it right?

wow no restrictors go under the carbs between the engine and the carbs, not between airbox and carbs
