another rev counter problem

ok, so i bought a shift light of r.o. and fitted it to the bike and programed it as detailed in the instruction sheet that came with it.
if you want it to light up at 10,000rpm you hold the revs at 5,000rpm and press the program button for less than 1 second.
i want mine to light up at 15,000rpm so i held the revs at 7,500rpm and pushed the button job done..........not quite.
when i took the bike for a run it didn't light up at all, so i held the revs at 7,000rpm and pushed the button.
on the second run it lit up somewhere between 12,000rpm + 13,000rpm
culd it be that the rev counter is out of calabration? any suggestions?
