Is that little bush No6 worn? It should be a snug fit in that little pin and have no play in the slot in the gear shift arm.
If you have too much play in the mechanism the drum won't move enough for the pawl (small wheel on an arm) to click into the next position, it could also be just worn enough that the wheel on the pawl is sitting right at the high spot on the drum and sticking .
