That is also an air tray for the NC23 for using the HRC set up. I'm not sure who made that one but I have one identical to that one in my shed. Here is my one:

is there another part too it or not? or does it fit with the sides pointing down as a lid?

No other part to it and it fits up the way shown in the picture
