I am curious, did you fixed that problem? because i am in a similar situation and still cant find a solution

that low hp is likely knackered engine.. loosing compression thru worn rings / valve and not making proper power.

you will get some looses throuhg bad chain binding rear break but in the 40s and id start with a compression test.

Nope. I am swapping the engine and will do a postmortem on the old one. Probably a combination of things. Old valve stem seals let oil in then everything got carbon deposits and now valves and rings are leaky.

You should do a compression test.
