VFR400 Gear Shift Linkage Help

Hello everyone,
I'm new to the forum. I am from New Zealand and i own a NC30.
I've been rebuilding it for about a month, finally get it back together and run in to a problem. It is really hard to change gears ( no oil in the motor at the moment) with the cover on or almost impossible. I was wondering if anyone else has run in to this problem?.

^ I can't fully tighten bolts 9 otherwise the plate labelled 10 will be putting too much pressure on rest of part 10 making it impossible to change gears. Can anyone spread their wisdom and tell me what i've done wrong? The manual doesn't hint too much at all.

All help will be greatly appreciated.

So yeah im unsure if im suppose to tighten bolts 9 right up?. If i tighten it too tight the guide plate wharps slightly and makes it too tight for the drum shift assembly to move, making to hard to change gear.

If it helps i could make a video of me reinstalling it all?

Does anyone have any kind of clue what the problem could be or could anyone fault a part in the manual picture that would cause this problem?
In desperate need for a fix, so keen to ride my bike :)
Might have to give in and take it up to the mechanic

SO - you have tow locating bolts - 9's with dowel? 10's with dowel?

You say you are working this without oil - is this engine half dressed? Is it ready to go?
