Im sure stock is 3rd down, but if it pulls clean with no bogging you are ok at 4.

Any chanceof some pics of your needles?
I'm having trouble with mine not revving, seeming to be lean so I was thinking that perhaps the needles are set wrong. I believe that the clip is in the middle of three settings on mine, but you say yours have four?

Turning the pilot screws should clearly change the idle of the bike.
If you cannot tune the throttle hang out with the pilot screws then you have a vacuum/air leak.
Are the pilot screws fitted correctly with the o'ring then washer followed by the spring and then screw?
People fit them wrong and the pilot screws have little/no effect.
