Fitting restriction washers...

Hi all,
I got my restriction washers the other day (£26 on fleabay :P ) but theres one thing im confused about. Which way are they supposed to be oriented in the rubbers? Does the hole go at the bottom? Top? Side? Heres a photo of one of the washers to give you an idea:

It dont matter, fit them all the same and ride.
