GK73A front wheel help please

I have a GSXR 400 gk73a and I am trying to put the front wheel back on. The bike was in parts so I am not 100% sure how it fits etc. I currently have done the following: The spacer is on the right side and the speedometer cable housing(?) on the left side. The axle bolt slides through and screws into a thread on the left strut, however the bolt just slides through the right strut and doesnt grab on to anything which I find strange (is this normal?) Overall the wheel does not seem to sit central and there is a gap between the spacer on the right side, any ideas? Thanks.

The axle just bolts up against the spacer so the gap will be taken up. The axel is then held tight by the pins in the actual fork lower.
