Gk71f carbs 2x pipes

Hi my gk71f has two pipes coming out the carbs plus the tank pipe, I have never really studied them until now looking on the manuals I found on here they seem to show a T joining them,
Any ideas as it appears to start and run reasonably but should they be joined before road use.
Any info gratefully received
