Honda CBR 400RR NC29 Overheating (going into H)

Hi all
My CBR 400 is overheating badly, the fan is not turning on and even today where it was raining it was still in the H zone, What may be the problem??

from best case scenario to worst.
low coolant level
air in system
clogged radiator or serious fin damage
knackered pump or drive
thermostat stuck or seized
head gasket issue

Thank alot for your help moforockband.....I have just changed my fuel pump, the previous fuel pump died. The fan is not running, I will have to sort that out but I will go through the list of problems you have written. Thank you
