Removing oxidation swingarm (Tri-arm)

The paint on my swing arm is blistering and looks a bit of a mess. I don't want to tart it up but I do want it to look clean and tidy. What do you guys use to clean it?

I'd wire brush it back to bare metal and polish it or powder coat it.
Conventional wisdom says to know your limits. To know your limits you need to find them first. Finding your limits generally involves getting in over your head and hoping you live long enough to benefit from the experience. That's the fun part.
