Honda super four nc31

Hi, I have an nc31 amongst other bikes, I just bought an kph to mph converter to over come the fact the nc31 is restricted, I imagined the converter would cause the speedo to use less of the dail but it actually a faster reading, easily reading 180kph, is it just a faulty converter ?
